Depending on your luck...I used up 45 Star Seeds to get him... Hanzo can be found once you finish the Cortex Shell or once you get the Capture Hanzo quest...he can be found everywhere... The Mayor of Windhym wants you go find Cortex Shell, its easy...Go to Pueblonia, reach? Lvl35, and go to the very last place of the map And FYI, you might wanna use the "Reply" button if you wanna ask me something 'cause its really annoying if I have to search for new comments...

Hold your horses, buddy! There's one quest to do before Azurel appears! OK, go to Dungeness? Dock, where you need to help some retired soldiers to kill several Crabones and later get the quest to get Azurel...Its OK if you kill him accidentally, Azurel will always be there... P/S: Better do some leveling up 'cause the mogas there are Lvl 25!! Good luck~
