Well, he brought it to the mainstream. As he said, the songs before weren't something you could "hold on to" like have a compelling structure. Most of the industrial bands I've heard don't seem to be industrial. The Downward Spiral obviously was, just look at Reptile, with all the clanks and metal sounds.
