Some aid is clearly counterproductive, can create a dependency culture but more important issues are highly counterproductive international policies, Western tariffs/protectionist policies, the historical imbalance in trade/power, Western support of tyrants in developing, colonial legacy, the devil is in the detail while those depending on some form of aid for survival need structured, proven alternatives before aid should be ceased, which i think would be a very? drastic thing to do.

What's interesting is that most people that agree with Dambisa on these forums tend to be African and yet it's the West that keeps insisting that govt to govt aid is needed. Does anyone else find something wrong with this picture? One thing to ponder over, I just read that Africa pays 14 Billion dollars a year in debt and yet receives 10 Billion in aid every year. The truth is that Alison Evans and Dambisa Moyo are both right to? some extent in what they say here. There is no magic bullet!. Aid has made significant contributions to poverty reduction, fighting diseases etc. But there have been issues of how aid has been used and instances of misuse. Dr. Moyo is also correct that there needs to be a more proactive approach on the part of African governments to reduce aid dependency and explore other avenues for economic development.

Dambisa raises the main issues and has come up with very credible solutions. Whilst I do not agree with her approach, you can't deny this is an extremely intelectual school of thought which she is championing. I side more with Sorious Samura's stance that aid is a good thing, but needs fundamental reform. Differences can be made, but we need to look at grass root development. In fact, most Africans (well Ugandans, as I lived there)? want to work on the social development within their nations.

One thing that's? important for African countries to straighten out is for them to get clear and enforced laws relating to land/property rights. This explains why Africa is rich in resources but poor. Until it's clear on who owns what land or property it won't be clear who should benefit from the land's resources. Not having established laws for land ownership is the cause of many of the conflicts on the continent.
