A safety might very well do that, a linebacker hits with his head up, facemask in the #'s, throwing the hips and driving him into the ground, a defensive lineman will usually arm tackle and pull them in to get leverage to take them down do to their strength, a corner will alot of times dive into the runners legs or? pull them down by jersey or something. Rugby is a continuous sport with no breaks, the tackler wants his opponent down as effectively and as effortlessly he can, he? needs to conserve power.
